Let’s be clear: this is just the beginning of the attacks on our kids – the PQ, another party in Quebec, has also promised that if elected, they will ban girls from wearing hijab in school, using the notwithstanding clause.

Quebec has also just tabled legislation, under threat of using the notwithstanding clause, that would make it illegal for doctors to leave the province without getting massive financial penalties against them.
For years, NCCM has been warning that unchecked use of the notwithstanding clause (the quasi-emergency power in our Charter) would plunge our country into a constitutional crisis. That moment has arrived.
When Quebec first used this clause to pass Bill 21, banning hijabi women, Jewish men, and Sikhs who wear religious symbols from serving as teachers or prosecutors, NCCM stood up and fought back. And we’re still fighting that case, now headed to the Supreme Court of Canada.
But today, the danger has only deepened. The notwithstanding clause is no longer the rare emergency tool it was meant to be. It’s being used to silence teachers, doctors, workers – and now, once again, Muslim women and girls.
This is not the Canada we believe in.
