ICAO confers Council President Certificate on PCAA

The 42nd session of the International Civil Aviation Organization (ICAO)’s Assembly was held from September 23 to October 03, 2025, in Montreal, Canada. Pakistan Civil Aviation Authority (PCAA) was conferred the Council President Certificate (CPC) by the ICAO. The award, given in recognition of significant improvements in the country’s aviation security, was received by the Director General (PCAA), Mr. Nadir Shafi Dar.

Expressing his thoughts on the occasion, Director General (PCAA) reaffirmed Pakistan’scontinued commitment towards ICAO Standards and Recommended Practices (SARPs). The importance Pakistan attaches to aviation security is evident from the results of the ICAO audits of our aviation sector. Thanks to the continued efforts of the PCAA, our El rose to 84.69% in the 2024 ICAO Coordinated Validation Mission (ICVM). This El is much higher than the regional as well as the global average. Furthermore, in the last USAP audit in 2024, Pakistan secured an El of 86.79% which is also higher than both the regional and the global averages.

High Commissioner Muhammad Saleem termed the CPC award quite timely as well as propitious and an excellent omen for Pakistan’scivil aviation sector. He stressed the critical role of civil aviation sector in connecting Pakistan with the rest of the world as Pakistan had international passenger traffic of more than 16 million as compared to domestic passenger traffic of 5.8 million only in year 2024. He highlighted the potential for growing aviation industry in Pakistan.
